Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The chain of conflicting incidents captured the bleak nature of the current period. By day, political struggles are conducted: positive announcements are issued from various governments. Immense energy is allocated on restraining certain initiatives. By night, Moscow clearly shows the world that, for them, military action persists as the key method for achieving "peace".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is capable of detecting missile launches from Russian territory, a capacity enabled by timely intelligence. From witness perspectives, defense planes that had been deployed to intercept incoming guided weapons roared overhead – sophisticated military planes delivered to Ukraine by Western partners.
Shortly after, Kyiv's missile defense engaged: multiple launches deployed against a hostile projectile. This was a advanced protection mechanism at work, most likely supplied through partner states. Every firing creates sudden vibrations, causing tremors. The moment of terror quickly becomes resigned acknowledgment: perhaps the approaching threat won't hit its mark this time, protecting urban areas from ruin and additional electricity failures.
Continuous Dangers
Soon after, a heavy machine gun fired at a drone in the vicinity, part of a mobile-fire group – probably imported technology. Sadly, the bullets missed the opposing UAV – it pressed on overhead toward its destination.
Intermittently, this carried on until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and heating outages in multiple buildings as a result of the night's assault. As always, everyone still maintained normal activities – experiencing conflict. But those full day demonstrated Ukraine's essential dependence on international aid – a dependence that European nations are clearly incapable to fill in the near term.
Failed Diplomacy
The comprehensive proposal from American leadership generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new proposal from American administration adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually secure success. This trend will, undoubtedly, persist.
Strategic Calculations
It is convenient to criticize particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. American leadership works based on a assumption familiar among seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The American government believes that it is unrealistic to force Russia to relinquish the land that it presently holds in Ukraine's south or east.
The problem is that while recognising this factual reality, US leadership does little to prevent Kremlin actions, through diplomacy or military means, from thinking that the status quo will not evolve additionally in its benefit in the near future.
Opposing Positions
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its allies are nearing depletion. Their incentive to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing lives and land but averting a entire defensive failure until circumstances change in its advantage.
Existing Situation
Objectively, there are no genuine requirements for a ceasefire. Now, personal considerations are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unsuitable, so that their focus does not switch to homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a only one week to eliminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, recent disclosures, all did their job.
While new initiatives based on old ideas are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and reflect particular unwillingness to alter the situation, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, mainly require sustained allied backing.
